Syrian President Bashar Al Assad addressed the newly elected members of the Syrian Parliament at the People’s Palace on 12 August 2020, one of the main topics President Assad focused on was fighting corruption in the state’s establishments.

During the years of war, corruption increased due to the war and the inability of the state’s institutions to establish proper monitoring and accountability as itself was targeted by the terrorists. Now it’s time to stop this cancerous disease and start to restore the state’s institutions to its prior 2011 levels and better.

President al-Assad said that “corruption negatively affects the economy. It targets morals and society and contributes to the depletion of the wealth of homeland” “we are in the heart of the war and we are talking about the liberation of the various lands and regions, but the return of state authority will be through the return of the rule of law, not just the liberation of lands. He added that law and corruption cannot meet in one place.” President stressed that the country cannot stand while being thwarted by terrorists and looted by the corrupt and that deterrence is the last factor in combating corruption and we will continue to recover public stolen funds by legal means and through institutions. President al-Assad affirmed that “we must think about what secures the citizen’s sustenance, away from poverty and want from him, and promotes hope and work, without which life has no meaning”.

إن العمل على تعزيز الموارد يجب أن يترافق بالعمل على وقف استنزافها فلا يمكن ملء وعاء مثقب دون إغلاق الثقوب، والفساد هو ثقوب الاقتصاد وثقوب الأخلاق وثقوب المجتمع وهو استنزاف للوطن، البعض يعتقد أن الحملة انطلقت في الأعوام القليلة الماضية وهذا غير دقيق، أولا غير دقيق لأن كلمة حملة هي كلمة مؤقتة لها بداية ولها نهاية بينما الفساد مستمر، ثانياً لأن محاربة الفساد لم تتوقف أبداً في يوم من الأيام ولكنها تصاعدت خلال السنوات الأخيرة لعدة أسباب وسأذكر هذه الأسباب لأنه من الضروري.

President al-Assad referred to the heinous inhumane regime of sanctions that Donald Trump passed in last June and dubbed “Caesar Act”, instead of lifting the previous sanctions due to the pandemic as not in isolation from previous stages like the siege that affected the Syrian people adversely His Excellency stated that the United States needs terrorists in the region, on top of which is “ISIS” – the “Caesar Act” expresses its support for terrorists, indicating that the practical response to the blockade would be to increase production and self-reliance. He added, “Let us remember that our standing with the army was the reason for its achievements, and our standing with our Syrian pound would be the reason for its strength.” President al-Assad indicated that the Israeli aggressions on Deir Ezzor facilitated the movement of “ISIS” terrorists, explaining that there is no difference between a local terrorist, a homegrown one, or a Zionist, Turkish or American soldier, as all of them are enemies on our land.

“قانون قيصر” ليس حالة منفصلة ومجردة لكي نتساءل عنه بسؤال مجرد، هو ليس حالة منفصلة عن كل ما سبقه، هو جزء من مراحل أخرى من الحصار سبقته بسنوات وكان لها آثار بالغة الضرر على السوريين، وكانت تتصاعد بشكل مستمر، وعملية التصعيد لخنق الشعب السوري كانت مستمرة معه ومن دونه، الفرق الوحيد أن هذه المرحلة وضعوا لها عنواناً وبالتالي نسينا العنوان الأكبر وهو الإرهاب الاقتصادي وتلهينا بالعنوان الأصغر وهو قيصر، نسينا أنه جزء وافترضنا أنه الكل، نسينا أنه تتمة وافترضنا أنه بداية. الولايات المتحدة تحتاج للإرهابيين في المنطقة وفي مقدمتهم “داعش” وأرادوا من “قانون قيصر” التعبير عن دعمهم للإرهابيين أعداءنا لا يبنون خططهم على خطوة واحدة أو حدث واحد وإنما على تراكم من الخطوات والأحداث، فإذاً علينا أن ننظر إلى السياق العام لكي نفهم هدف كل حدث ودوره في هذا السياق العام وفي مخططاتهم، ولفهم خلفيات القانون علينا أن نسأل عدداً من الأسئلة البسيطة والبديهية، لماذا صدر هذا القانون بهذا التوقيت، هم دائماً يصعدون من دون قوانين فما حاجتهم لهذا القانون؟ كلما فشل الإرهابيون في مهامهم كان هناك تصعيد، مرة يذهبون إلى مجلس الأمن، مرة يصعدون في موضوع الكيماوي، مرة يقومون بقصف قواتنا وإلى آخره، في هذه المرة وبعد تحرير غرب حلب وجنوب إدلب كان العنوان هو العدوان الاقتصادي بهدف إضعاف نتائج الانتصارات التي حققتها قواتنا وجعلها باهتة ومن دون أي معنى بالنسبة للشعب السوري، أما الجانب الآخر فهو تحفيز الإرهابيين، فخلال السنوات الماضية فقد الإرهابيون ثقتهم بأسيادهم وبدؤوا بتسليم السلاح وبدؤوا بتغيير مواقفهم وفقدوا الأمل بأن يحققوا شيئاً كما كانوا يوعدون عبر السنوات الماضية، والولايات المتحدة تحتاج لهؤلاء الإرهابيين ليس فقط في سورية، في سورية، في العراق، في ليبيا، في اليمن، في أماكن أخرى، وأنا لا أتحدث عن بعض الإرهابيين، كل الإرهابيين وفي مقدمتهم “داعش”، بغض النظر عن الأكاذيب التي يسوقها الأمريكي تجاه “داعش” وتجاه “جبهة النصرة”. هؤلاء الأقرب إلى قلب الأمريكي، “داعش” و”النصرة” و”جبهة الشام” و”أحرار الشام” وهذه التسميات المختلفة، هم يريدون من هذا القانون أن يعبروا عن التزامهم تجاه الإرهابيين، وأن يقولوا لهم نحن معكم حتى نهاية الطريق، فإذاً التوقيت هو ضمن السياق العام لما يقوم به الأمريكي. وقال الرئيس الأسد: أما السؤال الثاني فلماذا ترافق “قانون قيصر” مع حرق المحاصيل في المنطقة الشرقية ومع منعها من الوصول إلى المواطنين السوريين، لأنهم يعلمون تمام العلم أن القانون وحده لن يكون قادراً على خلق الحالة التي يريدونها، بمعنى أنه حالة إعلامية أو نتائجه الإعلامية أكبر بكثير من نتائجه الفعلية، لذلك كان لا بد من إجراءات أخرى توازيه من أجل أن نشعر بهول هذا القانون، وبالتالي كان لا بد من أن يكون هناك ضغط على لقمة المواطن عبر الضغط على موضوع القمح بالإضافة إلى المواد الأساسية الأخرى.

The meeting with the newly elected MPs was held at the People’s Palace instead of the Parliament historical building in the center of the city to maintain social distancing in accordance with the preventive measures the Syrian state is taking to contain COVID 19 which is seeing a hike in its numbers in the country, especially in the capital Damascus.

The Syrian Parliament building was built in 1928 and MPs held their first session at in 1932, at the time it was more than adequate to accommodate the representatives of the 1.8 million Syrian people, however, now it’s a little packed to host the 250 members now and would be impossible to observe the social-distancing seen strictly maintained in this meeting.

And yes, Syria had its parliament since 1932 and it was established against the will of the French occupation at the time who oppressed the representatives of the Syrian people and even burnt their building, the same France that was bragging about their democracy and ‘revolution’. Syria had its first Constituent Assembly in 1919 when most of the countries that are trying to export their version of democracy to Syria for the past 9.5 years were living in tents and many of them do not have a parliament until this very day, namely the US strongest Gulfies allies or have an absolute dictatorship like in NATO member state Turkey.
