Syrian President Bashar Assad issued a presidential decree offering general amnesty for terrorist crimes committed by Syrian citizens before the date of 30 April 2022, the decree excludes crimes that led to the death of a human being.
The presidential decree stipulates:
Article (1) grants a general amnesty for terrorist crimes committed by Syrians before the 30th of April 2022 except for those that led to the death of a person and stipulated in the Anti-Terrorism Law No. (19) of 2012 and the Penal Code promulgated by Legislative Decree No. (148) of 1949 and its amendments.
Article (2) This pardon does not affect the personal right lawsuit and the injured party may, in all cases, bring his case before the competent civil court.
A Justice Department official explained that the new amnesty covers serious terrorist crimes that include working with terrorist groups, financing or training terrorism, manufacturing means of terrorism, or breaching security, so it came to the various types of these crimes.
The official added that the amnesty ‘does not include foreign terrorists who have been exported to the country from all over the world to carry out terrorist crimes in our country,’ the official concluded: ‘it will enhance the process of returning Syrians abroad to the homeland because it includes those who meet the decree’s conditions.’

On January 25, President Assad issued a general amnesty for the crimes of desertion from internal and external military service, before January 25, 2022.
On May 2, 2021, President Assad issued a legislative decree granting a general amnesty to perpetrators of infractions, misdemeanors, and felonies, before the date of its issuance.
On March 12, 2021, President Assad issued Legislative Decree No. “1” for the year 2021, granting a general amnesty for the full penalty of a number of “crimes” committed by those assigned to compulsory military service before the date of last March 12, with the intention of temporarily evading joining it. or permanent.
