The United States Department of the Treasury has issued Syria General License No. 16, which authorizes US persons to provide aid to the Syrian opposition. The license allows individuals, companies, and financial institutions to provide support, including contributing funds “for a wide range of activities, including reconstruction efforts and political organization,” a Treasury spokesman told The Wall Street Journal. The license states that any transfer of funds to or from the Coalition must be conducted through the organization’s US office.
