President Assad Issues Two Decrees Nominating New Ministers and Establishing Two Ministries

DAMASCUS- President Bashar al-Assad on Saturday issued Decree No.61 for 2013 nominating each of the following as ministers:

Engineer Hussein Farzat as Minister of Housing and Urban Development.

Engineer Hussein Arnous as Minister of Public Works.

Engineer Ahmad al-Qadri as Minister of Agriculture and Agrarian Reform.

Engineer Suleiman al-Abbas as Minister of Petroleum and Mineral Resources.

Dr. Ismael Ismael as Finance Minister.

Dr. Kinda al-Shammat as Minister of Social Affairs.

Dr. Hassan Hijazi as Minister of Labor.

President al-Assad also issued Legislative Decree No.15 establishing two Ministries, the first is the Ministry of Social Affairs and the second is the Ministry of Labor.

Eng. Hussein Mohammad Farzat was born in Hama in 1957. He holds a university degree in Architectural Engineering, University of Aleppo, 1980. He was member of Hama City Council for three terms, member of the People’s Assembly, member of Engineers Syndicate Council in Damascus and member of the politburo of the Arab Socialist Movement. He also served as a minister of state.

Eng. Hussein Arnous was born in Idleb in 1953. He holds a university degree in Civil Engineering, University of Aleppo, 1978. He served as Head of the Idleb branch of the Engineers Syndicate 1989-1994, Director of the General Company for Roads 1992-2002, Assistant Minister of Transportation 2002-2004 and Director General of the Public Establishment for Road Communications 2004-2009. He was also appointed as Governor of Deir Ezzor 2009-2011 and Governor of Quneitra in 2011.

Eng. Ahmad al-Qadri was born in Hasaka in 1956. He holds a university degree in Agricultural Sciences, 1981 and a Diploma in Field Crop Cultivation, 1992. He served as Head of the Agricultural Scientific Research Center in Qamishli 1986-2000, Director of Hasaka Agriculture Directorate 2000-2007, Director of Modern Irrigation Project 2007-2011 and Deputy Minister of Agriculture since 2011.

Engineer Suleiman al-Abbas holds a university degree in Petroleum Engineering, the Romanian University of Ploieşti, 1982, a universal certificate in oil well control and a contract arbitration certificate from the Arab Engineers Federation. He worked as Director of al-Jibseh Oil Fields in 1997, Director of Planning Department at the Syrian Petroleum Company in 2005 and member of the Board of Directors of al-Furat Oil Company in 2008.

Dr. Ismael Ismael was born in 1955. He holds a university degree in Economy, Accountancy Department, University of Damascus, 1980, a PhD from the Higher Commerce Institute in Germany, Leipzig, 1983 and a PhD in Financial Analysis, 1988. He served as Head of the General Establishment for Cereal Processing and Trade 2001-2006. He has been a professor at the Accountancy Department at the Faculty of Economy since 2002.

Dr. Kinda al-Shammat was born in Damascus Countryside in 1973. She holds a PhD in Private Law, University of Damascus, 2005. She was member of the teaching staff at Damascus University, the Virtual University and Open Learning System. She worked with the Syrian Commission for Family Affairs, the General Union of Syrian Women and the UN Development Fund as a legal expert in family affairs and violence against women. She was a member in the committee for amending the constitution in 2012.
